The Wrightsville Beach Police Department takes any complaint and ensures every complaint is investigated. Complaints can be received by phone, in writing or in person. You may remain anonymous if you wish. You may complete a complaint form to initiate the investigation of your complaint. The form can be found at this link Personnel Complaint Report.

You can call the dispatch center 911 or 910-452-6120 to report a suspicious circumstance or a crime without giving your name. There are certain legal and practical limitations regarding the response to and follow up on anonymous reports to the dispatcher but you may remain anonymous. You can also Email the Crime Tip Line to provide a tip you think the Police should investigate. This tip line is not live monitored, please call the dispatch center if you need immediate response.
It is the policy of the Wrightsville Beach Police Department to take reports in person. An officer may respond to the location the incident occurred; to your home if you live within the Town limits; or you may come in to our station to make a report. In the event there is an unusual circumstance that prohibits a reporting person from making a report in this fashion, please call the station at (910) 256-7945 and ask to speak with a supervisor.
Our Front Desk is open Monday - Friday from 8:00 a.m. - 5:00 p.m. You may come to the Police Department to pick up a copy of a report. Please call ahead of time so they can have it ready for you. Or, you may send a written request along with a self addressed envelope to the Wrightsville Beach Police Department, PO Box 452, Wrightsville Beach, NC 28480. The Wrightsville Beach Police Department has paid/flexible work (not full time) positions for Reserve Officers. A Reserve Officer is a fully certified police officer who helps to augment our force. Anyone interested in serving as a Reserve Officer or serving through non-law enforcement volunteer opportunities, should email the Chief at dsquires@towb.org
The yellow copy of the Impound Form must be obtained at the Police Department. On it will be the address/phone number of the rotation wrecker service used to tow the vehicle. Once the yellow copy of the Impound Form is obtained, which requires proof of vehicle ownership, the form can be taken to the storage facility operated by the wrecker service and the vehicle retrieved with payment of charges. Wrecker companies will not release a vehicle without the form or before payment to them is made.
Call the Dispatch Center at (910) 452-6120. Depending on a variety of circumstances, the call may be dispatched to a member of the NHC Animal Services Unit, a Park Ranger or a Police officer. Please make yourself available to the responding officer.
The Wrightsville Beach Police Department does not provide a public fingerprinting service. For public fingerprinting, contact the New Hanover County Sheriff's Office at 910-798-4200 or the Wilmington Police Department at 910-343-3600.

Yes. As a registered owner, you are liable for any citations regardless of whether or not you were using the vehicle at the time the citations were issued.
The parking program has the authority to use wheel locks (boots) on illegally parked vehicles for which there are 3 or more outstanding, unpaid, and overdue parking tickets.
Parking fine amounts vary depending on the violation. Most parking violations are $50. If not paid, within 72 hours, the penalty is $60; if not paid within 10 days, the penalty is $70.

If you fail to pay or appeal the violation within 5 days, a late fee of $10 will be applied to the violation amount. After 12 days, the late fee of $20 will be applied to the violation amount.
If you continue to ignore your obligation to pay, the Town may seek alternative forms of collection, including a collection agency, credit bureau action, or small claims court. Individuals who accumulate 3 or more unpaid citations are subject to have the vehicle immobilized (booted) or towed until full payment is made.
Trash service may be set up by contacting Town Hall. You will need to fill out a utility service application, include a valid state ID and proof of property ownership. All of these documents must be returned to Town Hall before services can be set up.
Bills are payable via cash, check, money order, credit card, and online bill pay. We have a bank draft program where your payments can be automatically deducted from your checking account. Payments may be made in person at Town Hall, Monday through Friday, 8:00 am to 4:30 pm, or may be mailed to PO Box 626, Wrightsville Beach, NC 28480. Please do not mail cash. If you are paying through your bank’s on-line banking, we strongly suggest mailing your payment a few days before the due date to allow for extra processing time by your bank.

Utility bills are sent out bi-monthly. Payment is due within 30 days of the billing date. If payment is not received by 4:30 PM on the due date, a 10% late fee will be added to the account. The full balance, plus late fees, must be paid at Town Hall before services can be restored. The Town is not responsible for any delivery delays by the post office. Public Works employees are not permitted to accept payments.
Print out and complete a Bank Draft Authorization form, attach a voided check, and return it to Town Hall. Your payment will be drafted out of your bank account automatically on the 5th of the month following billing. If you have questions about your bill, please contact us before that date. You will still receive a copy of your bill, but it will be marked “Draft Notice– DO NOT PAY”. Automatic Bank Draft is available to property owners only. Yes. It must be enclosed and emit no sparks or embers into the air.
No. Sky lanterns are prohibited by the New Hanover County Fire Marshal.
Fireworks that explode or leave the ground, such as firecrackers, bottle rockets, Roman candles, and aerial fireworks are illegal. Fireworks that stay on the ground, are handheld, or produce smoke or noise, such as sparklers, snakes, and poppers, are legal. You must be 16 years of age or older to buy or use fireworks in North Carolina. Illegally using fireworks can be punishable by up to a $500 fine and up to six months of imprisonment. No membership is required and you don’t have to be a Wrightsville Beach resident or property owner to participate in Parks and Recreation programs and activities. Anyone may participate! Click here to view our online portal of programs and activities.
Weddings on the beach require a special event permit. Visit our catalog of activities to select your location and apply for a permit. If you are planning a wedding at a location on the beach that is not listed or if you have 200 or more participants, please contact the park office by calling 910-256-7925 or email parksandrecreation@towb.org.

Yes. To sign up for residential checks please submit a Residential Security Check form to the Police Department front desk. You may do this by fax, email, US postal service mail, or in person. Residential Security Check
Yes. The Wrightsville Beach Police Department now has a paid recruit program that offers qualified individuals the ability to receive a full time salary and benefits while attending BLET. Paid recruits also get the opportunity to work directly with members of the Police Department while in BLET to allow them a chance to gain more knowledge of the agency, town and citizens. Interested in the recruit program? To apply fill out the town application, an F-3, and a general release of information (all found HERE). All forms can be notarized and turned in at the front desk of the Police Department. If you want to discuss a sponsorship (an agreement wherein we sponsor you at BLET but you are not a paid employee) we are happy to discuss that. Just call the station to set an appointment with a supervisor to discuss.
Yard debris is scheduled on Wednesdays. To get on the schedule, call Public Works by Monday of the week you want it picked up. Loose debris should be bagged. Branches should be less than 4' and stacked neatly at curb.
Trash carts that are not deemed fixable will be replaced. Call Public Works and report damage.
Public Works no longer looks for lost trash carts. They are the responsibility of the owner. Serial numbers are not tracked. It's advised that cart owners write the cart serial numbers down for their records or write the address associated with the cart under the lid with permanent marker. Contact Public Works for cart replacement if lost or stolen.

If your property is located within an Area of Environmental Concern (AEC) and if your project involves over 200 square feet of ground disturbance you may need to obtain a CAMA Minor Development Permit. Within the Town of Wrightsville Beach the two primary AEC's are the Ocean Erodible Area and the Estuarine Shoreline. The Ocean Erodible Area generally includes most oceanfront properties. Stay informed by tuning in to your local media outlets via television, radio, and internet or check online weather websites such as the National Weather Service or the Weather Channel for the latest storm predictions and other pertinent information. The Town of Wrightsville Beach notifies local media outlets of any Town evacuation decisions and any other important information that may affect the public before, during, and after a storm. The Town also includes up-to-date information on its website, Facebook page, and send notices via email to those residents who have provided us with their email address. A State of Emergency is declared to initiate state and/or federal funding and assistance when weather-related or other events have the potential to cause significant damage to an area. It does not mean that an order of evacuation or curfew has been instituted. A separate evacuation order may be issued following a State of Emergency declaration.
Once a mandatory evacuation has been ordered, the bridge remains in the down position, barricades are put into place, and traffic onto Wrightsville Beach is suspended by local law enforcement. Without a mandatory evacuation order, the US Coast Guard and the Bridge Tender will make the decision to lock the bridge in the down position when sustained winds reach 30 – 40 mph, suspending marine traffic only.
Evacuation recommendations are based on a variety of factors including hurricane conditions, predicted rainfall amounts, storm surge, and other potentially damaging effects that the hurricane could have on the Town of Wrightsville Beach. An order to evacuate is determined by the Town of Wrightsville Beach Board of Aldermen.
The Town of Wrightsville Beach will make an announcement prior to enforcement of a mandatory evacuation that will allow residents enough time to comply with the evacuation order. Traffic checkpoints will be established when an evacuation order is given. Therefore, residents should have their vehicle tax decal affixed to their car in order to return to the Town of Wrightsville Beach prior to evacuating.
Vehicle tax decals are used for resident identification upon re-entry to the Town of Wrightsville Beach following an evacuation and may be purchased at the Pivot Parking office located at 321 Causeway Drive during regular office hours. The decals should be purchased annually on or before the first day of April. Sale of the vehicle tax decals will cease under hurricane warning conditions.
Once the Town has suspended operations during a mandatory evacuation, Town of Wrightsville Beach water and sewer services may be interrupted due to weather related damage or power outages. Electricity, provided by Duke Energy, may also be interrupted due to weather conditions.
Storm drains are continually monitored before, during, and after all storm events.
During a storm event or an excessive high tide event, the storm drain outfall pipes are submerged underwater and will not drain until the tide recedes.
After an event, residents will not be permitted to occupy their homes until the water system has been deemed safe and the sewer system is operable.
As manpower allows, Public Works will send sanitation trucks to collect refuse. However, any loose objects should be secured prior to the storm’s arrival in case conditions prevent collection.
The normal debris pick-up procedures are in effect unless Town of Wrightsville Beach officials determine that a free pick up will be offered. Instructions on what type of debris will be picked up and the schedule for that pick-up will be determined following the event. Free debris pick-up for vegetative debris, household waste, white goods, and e-waste is only for storm-related debris that is located on your property.
The Wrightsville Beach Parking Program is a public/private partnership between the Town of Wrightsville Beach and Pivot Parking. Pivot Parking manages the day-to-day operations, but the Town sets all fees, penalties, hours of operation, and other policy issues.
The paid parking program is enforced every day from March 1st to October 31st.
§ 74.23 HANDICAPPED PARKING.
(A) No person shall park or leave standing a vehicle in any parking space located on a public street or in an off-street parking facility owned or leased by the town and designated for use by the public as parking facilities and which has been appropriately designated for the handicapped when the vehicle so parked does not display the distinguishing license plate, placard or identification card as provided in G.S. § 20-37.6.
(B) Vehicles displaying the distinguishing license plate, placard or identification card as provided in G.S. § 20-37.6 may park in designated handicapped parking spaces at any location in the Town without the payment of any fee. However, it shall be unlawful for such vehicles to park in any parking space not designated for handicapped parking without paying the required fee.

Various pay options are available according to location. You may also pre-pay for your parking at the Parking Office before you head to the beach. Passes are sold in hourly, daily, multiple days, and weekly quantities. This does not guarantee a parking space, but it is a convenience should you choose to pay before you find a space. No refunds are issued if you cannot find a parking space once a pass from the Parking Office has been purchased.
Approximately 1,882 spaces are enforced and available for public parking.
If you have parked at a parking kiosk that is broken, please call 910-256-5453. Make sure you can identify the location where the kiosk is located and the kiosk number. Any issues with the Pay-by-Plate Kiosks or Text2Park app should be reported to the parking office immediately. Citations resulting from unreported equipment malfunctions will be upheld.
TRUCK AND TRAILER PARKING is not allowed on Pelican Drive and Causeway Drive between March 1st and October 31st and it's not allowed on Old Causeway Drive, Keel Street, and Marina Street year-round.
CodeRED® is a web-based critical communication solution that enables local public safety personnel to notify residents and businesses by telephone, text message, and e-mail of time-sensitive information, emergencies or urgent notifications. The system can reach hundreds of thousands of individuals in minutes to ensure information such as evacuation notices, missing persons, inclement weather advisories and more are quickly shared.
Any message regarding the safety of our residents and community will be disseminated using CodeRED®. We will also send out alerts via phone, text, e-mail and social media in a variety of situations including severe weather, fires, water main breaks, alerts concerning a missing child or adult, road closings, traffic alerts, law enforcement emergencies, hazardous material spills – in short, any and all emergencies and community alerts.
CodeRED® is an additional measure of safety. If power goes out, you may not be able to depend upon radio and TV. However, because telephone lines are self-powered, the Town can continue to keep you informed through messages delivered by CodeRED®.
Even if you have power, CodeRED® will probably be able to reach you with important information faster than TV and radio stations can put it on the air. That's because CodeRED® is a direct connection between you and the Town of Wrightsville Beach.

For location-based alerts, download the mobile app through the app store here, or scan the QR code below. You can register with the username and password that you established through the Town's CodeRED® system or create new ones. The Town's CodeRED® system and the app are not connected. Yes. It is highly recommended you register at least one phone number and one e-mail address to ensure that you will receive CodeRED® alerts in the event of a power outage or an incident that may occur late at night when you are generally asleep.

Listen carefully to the entire message and follow all instructions. The message may be repeated by pressing any key.
The CodeRED® system will leave a message on your answering machine or voicemail. If you do not have an answering machine, the system will consider the call as "incomplete" and will attempt to call again. If your phone is busy, CodeRED® will try two more times to connect. At any point, you may re-dial the 800 number on your caller ID to hear a replay of the message sent.
There are two ways you can continue to receive telephone messages from the Town through CodeRED®:
No. The CodeRED® Mobile Alert app is free to download. The app is location-based and will always provide you with free emergency, general, and missing person notifications when public safety officials who utilize the CodeRED® system launch an alert to the app.
If you do not live in or near a community that offers the CodeRED® Emergency Notification System, then this could explain why you have not received any alerts. Alerts are sent from public safety officials who utilize the CodeRED® system and launch alerts to the app. The app sends location-based notifications, so when you travel around the country you will receive notifications from the cities and counties using the CodeRED® system.
Yes. The CodeRED® Mobile Alert app is geoaware, but this feature will only work if you turn on your phone's location services. The app will deliver location-based notifications when you are in or near a CodeRED® client community once you have turned on location services for the app.
Click on the 'register' button when the app asks you to sign in, enter your email and create a password. You may use the same password you used when registering online.
The CodeRED® mobile app registration page and the CodeRED® registration page on the web are not connected. When you open the app, you will have to click on the 'register' button. You can use the same username and password you created when you signed up for CodeRED® alerts through the Town, but you must register through the app as well.

Town staff has remained actively engaged with the NCDOT from the early stages of the project. The Board of Alderman have also established a Bridge Replacement Committee that is made up of stakeholders from across the community. The committee’s purpose is to be proactive in addressing the needs and concerns of the community and ensuring the best possible outcomes are achieved for the Town.
The Town has hired a transportation consultant to assist and direct staff and the committee with project oversight, communications with NCDOT, traffic analysis, emergency management response, and other engineering and consulting services. In addition, the Town has also hired a public safety consultant whose role is to work closely with the Wrightsville Beach Fire Department and Police Department to plan for and mitigate any potential impacts to fire, police, and EMS services. This action ensures that essential public safety services remain uninterrupted and fully prepared throughout the duration of the bridge replacement project.
The Bridge Replacement Committee appointees represent all areas of the community, and include both residential and commercial interests. Representatives were appointed by the Board of Alderman from the South End, North End, South Harbor Island, North Harbor Island, and the business community.
The Bridge Replacement Committee currently meets once a quarter on Mondays at 10am. See the main Bridge Replacement webpage for the meeting dates. The meetings are open to the public.
It is expected that the committee will begin meeting more regularly once additional project detail emerges.
Currently, the project remains in the design stage, and the NCDOT has begun the process of analyzing and initiating right-of-way acquisition for the project.
At this time, utility relocation and other minor project construction is expected to begin sometime in 2026, with the major bridge replacement construction activity beginning in the Spring of 2028.
To accommodate the new bridges, existing developed and undeveloped property will be needed. The NCDOT is currently evaluating rights-of-way acquisition necessary for the project. Rights-of-Way (ROW) acquisition refers to the process of legally obtaining the right to use someone’s property for the purposes of building or maintaining infrastructure such as roadways and utility lines, by either purchasing the property outright or acquiring an easement from the property owner.
The Town of Wrightsville Beach is not involved in determining the rights-of-way needed for the project, and all rights-of-way acquisition activity will be conducted by the NCDOT.
The NCDOT has not finalized the design for the three bridges. There are preliminary designs for the project, but those are likely to change as rights-of-way acquisition and utility relocation needs are determined.
Because the final design is not complete, NCDOT is still determining the construction phases for all three bridges. The project page on the NCDOT website contains an outline of what may occur with the project, but even that information is speculative at this point.
As soon as the Town is confident in the construction plan, we will share it on this page. Both the Town and NCDOT understand the importance of maintaining ingress and egress on the island, and access will be emphasized during the construction phasing process.
With NCDOT still completing the design phase, and the construction plan for the three bridges has not been finalized, so we do not know the answer to this question. We do know that both the Town and NCDOT share the same goal of completing the projects as quickly as possible, while also maintaining adequate access on and off of the island. Once we have confirmed timelines from the NCDOT and contractor, we will share this information with the public.
This is a question we still do not have the answer to. As we collect more information from NCDOT on the construction plan and phasing of the projects, we will be able to better understand the impacts to traffic flow and timing on the island.

This proactive step ensures that essential public safety services remain uninterrupted and fully prepared throughout the duration of the bridge replacement project. As more project details emerge, the Town will share its plans for public safety services.
Yes. Smaller construction impacts related to the project can be expected prior to the bridge replacements beginning. These impacts will be related to utility relocation, such as power, water, sewer, and data lines. An exact date for when these relocations may begin has not been determined yet, but the Town will ensure NCDOT provides as much advance notice as possible to minimize your impacts.
The simple answer to this is that the project is still in its very early stages, and many of the design and construction details that would help us answer those questions have yet to be finalized. We understand this is frustrating for residents and business owners, and we will do everything we can to update the public in a timely manner.
We know the impacts will be significant, and the Town is taking proactive efforts to prepare and respond to these impacts when they occur. Accurate, timely, and honest communication will be a top priority throughout the project.
After an initial assessment of the bridges, the NCDOT proceeded with emergency repairs to keep the existing structure in safe and working condition. Ultimately, the NCDOT determined that replacement was the best long-term solution and secured the necessary approvals to proceed with a full, multi-year project beginning in 2028. The previous repairs and this replacement project are funded and led by the NCDOT. The Town of Wrightsville Beach is committed to ensuring the safety of its residents and will continue to update the website with the latest news and closure information.
